You should be aware that Colonial Office, and War Office

have had under consideration certain aspects of handover of

administration from military to civil authorities.

Although it is for you to recommend when handover should take

place, we have found it necessary to fix tentative date for planning

purposes in Colonial Office and War Office. This date has been

agreed hure as 1 Feb. 46, and in deciding this date, we have borne

fo.lowing factors in mind:-

(a)

it is H.M. G. s policy that handover should take

place at earliest possible date.

(b)

Colonial Office are unlikely to be ready for

handover much before 1 Feb. 46.
